Kate had hoped Robbie's pals could emoluments from a new sports centre in Dunkeld, Perthshire, where a climbing barrier would be named after her son.
But plans now look set to be scrapped after members of a bowling and tennis combine stopped the development.
Kate said: "It breaks my enthusiasm that, after all this time and effort, the centre looks unfitting to go ahead, and there won't be a memorial to Robbie.
"When I heard a unpretentious group of people were going to block the plans, I couldn't rely upon it - it just seems so short-sighted. After Robbie died, fundraising for the mid-point helped me get through the most terrible time.
"The whole community pulled together to bolstering me and it looked like it was really going to meet with."
Kate's £35,000 included a &beat;5000 donation from the Harry Potter father JK Rowling. Campaigners have around £100,000 in the bank.
But their plans have been blocked by Dunkeld and Birnam Amusement Group - a bowling and tennis club who own the land earmarked for the extend out.

ALL-TERRAIN VEHICLES
DETAILS: Arctic Cat All-Ground Vehicle distributed by Arctic Cat Inc., of Thief River Falls, Minn.; sold at Arctic Cat dealerships nationwide since February 2011. The ATVs are dastardly and orange or black and lime green and set forth the words “Arctic Cat” on each side of the cowl up ahead of the handlebars. The ATVs were manufactured in Taiwan.
